Glen Franklin Koontz is a trial lawyer with more than twenty-five (25) years of criminal
and civil trial experience. He has conducted more than one hundred (100) jury and
bench trials. Mr. Koontz also possesses extensive appellate practice experience, having represented clients in matters on appeal before state appellate courts, the federal circuit
courts and the United States Supreme Court.
Mr. Koontz’s criminal practice focuses on the representation of individuals, business enterprises, corporate board members, senior corporate officers and government officials.
In addition to representing clients at trial, Mr. Koontz advises clients on compliance and
prevention, as well as working diligently with clients in the investigative phase in order to prevent indictments, or to minimize the scope of government proceedings.
Mr. Koontz’s civil practice focuses on regulatory and commercial litigation. Mr. Koontz is considered an innovator, and a strategic practitioner of pro-active litigation tactics to
obtain favorable results for his clients, particularly in areas involving federal and state government regulation of business interests.
Mr. Koontz is also a nationally known historian, and a frequent writer and speaker on the
federal Constitution and related legal issues. He is active in the community and the Bar,
serving on the Top of Virginia Regional Chamber of Commerce Board of Directors and the
Virginia Association of Criminal Defense Lawyers Board of Directors. He is a member of
